My husband brought home a bunch of blue print paper. I know black and white newspaper is a good mulch base. Can I safely mulch with the blue print paper?

That might depend on just how old this paper is. The old paper, treated with some pretty noxious stuff, that depended on exposure to light, kind of like a photo, would not be. However, today "blueprints" are made on plotters and the images are drawn on so probably no noxious chemicals are on the paper., any more then would be found on your printers paper.
The sign of a good gardener is brown knees, not a green thumb.

The blueprints are from the last year so I think I'll use them this weekend.
