I live in Eureka, CA ( nothern CA coast) and need some plants that I can put along a fence in an area about 18 inches wide, preferably with color , that grow two to four feet in heigth.The plants need to be able to tolerate 50 to 75 degree temps ( sun/part shade) in the summer and 40 to 50 degree temps in the winter. When it rains, the area is sometimes water logged for several days at a time. I have raised beds for vegetables adjacent to this area. Any suggestions???

Several plants that come to mind that I think would meet your requirements are eupatorium, which get between 3 and 4 feet tall, Japanese iris and lobelia-cardinal flower, which all tolerate or even prefer damp areas. Japanese anemones would also like these conditions. The iris and lobelia would bloom in the summer and the anemone and eupatorium in the fall. You could finish off with alyssum for a frilly bottom, plus it is a good plant to attract beneficial insects to your gardens.
