I bought the latest issue of Fine Gardening, and there is a special section on gardening by region. I don't mean hardiness zone, but Region. Well, I cannot find anyplace online, or in the magazine, that details which states are included in which regions. I live in Kentucky presently, but am considering a move to Ohio or Indiana. I am not sure what regions cover those states? Also, I have relatives and friends in other states and would like to send plants by region occasionally...but, again, I can't determine what region to go by. Any ideas?

That information is not there and this should be addressed by Steve Aitken, both here and in future issues of the magazine.
As a very general rule, and solely my guess, both Kentucky and Ohio would be the Midwest Region.

Ohio and Indiana would be considered the Midwest.
