Cornwall Giant... in TN

I have been inspired by the Giant in the Lost Gardens of Heligan, Cornwall, UK. I am needing help/ advice about the plants to use. Our Giant will be in the sun, unlike the one in Cornwall. I was wondering if Thymus pseudolanuginosus aka Wolly Thyme would work for the face. Does it bloom? will it get more than 4-5 inches tall? I am still looking into options for the "hair" I saw some beautiful ornimental grass in a resturant landscape once, it changed to red tips in the fall.... but I do not know what it was.
I'm not a green thumb but I have big dreams, strong faith and help from friends.
