Seeds sprouting from last year

I've noticed this spring that there are a lot of sproutings of mint from seeds left from last falls mint plants.  The taste is a little bitter.  I also planted basil last year and saved some of the seeds as the plants died and dried out but none of the seeds from last years plants came up like the mint did. Should I pull the mint out, refresh the soil and then plant fresh seeds, or will the mint do well as it is?  Apparently the basil seeds that fell to the ground as the basil plants died off last fall will not come up this year.  (I did save many of the seeds - can I plant them this year?) Is there a general rule for herbs or more specifically, will most herbs go to seed at the end of the growing season, drop the seeds, and the seeds sprout in the spring?  Thank you.

I've never had a mint that did not over winter so there has never been a reason to reseed.  There are a lot of mints and you don't say what you have or what zone you are in.  As for other herbs self seeding, I think it depends on the herb and whether they are in something like their native habitat.

The common mint that I have starts producing heavy underground runners this time of year, thus far I have been able to contain it by tearing out as it appears, and keeping just a small patch. I fear that if I didn't keep an eye on it, as it is appearing in a crack in my cement sidewalk, it might lift my house right off the ground someday, after I'm gone. It is very persistant stuff and very "invasive." To limit its growth, cut off the blooms before they start to seed, using sharp garden scissors, and make minted ice tea!
