I have always waited until the top 2-3 inches of soil is warm to the touch to plant bush beans. They can get white mold if they lack full sun and warmth, which is followed by wilting and plant collapse. Planting them in boxes above the ground can speed them up a bit.

When dependds on where you are. Beans are frost tender so they should not be planted earlier then about 1 to 2 weeks before your average Latest Date of frost. Some people could, theroetically, grow beans year round, and a guy I correspond with outside San Dieago does most years.
The sign of a good gardener is brown knees, not a green thumb.

I'm just this weekend planning to plant my garden beans, as I have a shade problem at that end of the garden. It is the only place left at this point, but the soil is finally warming, up so I shall forge ahead.
